Draft Development Control Plan 21/01 - Part Block 11 Section 38 Fyshwick (Dairy Road Precinct)

Background

The Molonglo Group are the owners of a large site (the ‘Dairy Road precinct’) adjacent to the Monaro Highway and are seeking to undertake a significant urban redevelopment project on the site.

The Dairy Road site is located in Fyshwick, adjacent to the Monaro Highway. The Monaro Highway is identified as an Approach Route under the National Capital Plan (the Plan).

Canberra’s Approach Routes (and Main Avenues) have historically been subject to rigorous planning scrutiny, as a traveller’s perception of a city’s character is gained upon approach and arrival. The NCA expects that suitably high standards of development and landscaping are observed to help signify the special symbolic and functional significance of the National Capital.

To ensure that development on sites flanking the Monaro Highway Approach Route is of a type and quality complementary to the role and status of the city, the Plan requires that development conform to a Development Control Plan (DCP) agreed by the National Capital Authority (NCA).

Draft Development Control Plan 21/01

The purpose of the DCP is to provide planning guidance for future development of part Block 11 Section 38 Fyshwick within the framework of the Plan.

Draft DCP 21/01 includes the following provisions:

• general planning and urban design objectives for development of the subject site
• requirements for building height and setback, and architectural quality in built form
• requirements for an enhanced landscape character along the Monaro Highway frontage
• requirements for vehicular access, parking and movement.

Future development on the site

The ACT Government’s planning and land authority is responsible for assessing development applications relating to the subject site. In doing so, the planning and land authority is required to ensure that the proposed development is consistent with the DCP and the National Capital Plan.

To provide clarity and certainty to the community and stakeholders,  key provisions of the DCP have been drafted to ensure that there is no ambiguity in their interpretation. This includes provisions regarding building height and setbacks.

The draft DCP proposes a maximum building height of 25 metres. This height corresponds approximately to the tallest point of the Canberra Times building in Fyshwick, resulting in consistent building high points in the area.  

The building setback to the Monaro Highway has been set at 10 metres, consistent with the DCP for the site on the opposite side of the Monaro Highway. A 10 metre landscaped setback, combined with off-site vegetation, will assist in achieving a high quality landscape corridor. Buildings and structures must not encroach into the landscape setback.

The NCA welcomes written comments on draft DCP 21/01 as part of the consultation process.
