Light Rail Stage 2A – City to Commonwealth Park.

The National Capital Authority (NCA) has received a works approval application for the construction of Light Rail Stage 2A.

The Project includes the following key elements:

An extension of approximately 1.7 km of track, southbound from the current Alinga Street terminus to a new stop at Commonwealth Park.
Track alignment southbound via the western half of London Circuit before continuing onto Commonwealth Avenue to a new terminus at Commonwealth Park.
Three new rail stops: one located on London Circuit, one located near the intersection of Commonwealth Avenue and London Circuit and one located on Commonwealth Avenue near Albert Street.
New landscape and public realm works in the median of Northbourne Avenue near London Circuit (‘Northbourne Place’), on London Circuit and Commonwealth Avenue.
New bridge across Parkes Way.
Road works and utilities realignments.

This consultation process is not seeking opinions about the cost or merit of the light rail proposal, as these are not matters for the NCA’s regulatory oversight. See the Background Information section below for information about the planning context for this application.

Documentation

An Environmental Assessment (EA) has been prepared to support the Works Approval application. The EA provides a complete assessment of the project including its environmental impacts, and the management and mitigation measures proposed to address those impacts. As part of the EA, Appendix A provides a simple overview of the project, including the key features and design elements (see here: Environmental Assessment Appendix A - Project Plan.pdf)

Further Information

Opening on 28 March, the 6-week consultation period will offer opportunities for the public to engage with both the NCA and the ACT Government on details of the proposal.

Background Information

The NCA is an Australian Government agency with legislative responsibility for ensuring Canberra is planned and designed in accordance with its national significance for all Australians. The policies for ensuring this outcome are included in the National Capital Plan. The area for the proposed works is subject to detailed planning controls and approval by the NCA.

In the ACT, The ACT Government is responsible for the normal day-to-day planning and development matters. This includes ensuring that the ACT is planned and developed in a manner not inconsistent with the National Capital Plan, providing the people of the ACT with an attractive, safe and efficient environment in which to live and work and have their recreation. Also included is the responsibility for planning and providing public transport and maintaining the amenity of the city for people who live here.

This application is for Works Approval for the works proposed in Designated Areas under the National Capital Plan. A Development Application for works located outside Designated Areas is being progressed concurrently and has been submitted to the ACT Planning and Land Authority (ACTPLA).
