Background Information
Planning the National Capital
The National Capital Authority (NCA) secures the Australian Government's interest in the planning and development of the National Capital to ensure that it continues to serve its national purposes. The NCA's planning responsibilities are to:
prepare and administer (which includes determining development applications) the National Capital Plan (the Plan)
keep the Plan under constant review and to propose amendments to it when necessary.
The Plan provides the strategy and blueprint giving effect to the Commonwealth’s interest and intentions for planning, design and developing Canberra and the Territory, and ensures that these interests and intentions are protected.
Draft Amendment (DA99) proposes to amend the Plan by identifying a Town Centre at the suburb of Molonglo in the district of Molonglo Valley. This change recognises that the estimated population of Molonglo when complete will result in additional demand for services and amenities and warrant a Town Centre to serve as the main commercial hub for the district.
While the Plan will identify a Town Centre at the suburb of Molonglo, the ACT Government through the Territory Plan is responsible for the day-to-day planning within the Town Centre, including setting detailed land use and policy, and assessing development proposals. This includes decisions around the future extent of the Town Centre and services to be provided.
The Draft Amendment
DA99 proposes the following changes:
Replacing Figure 2: General Policy Plan – Metropolitan Canberra with a new map which identifies a Town Centre at Molonglo
Replacing Figure 10: Defined Activity Centres with a new figure which identifies a Defined Activity Centre in the Molonglo Valley of a size comparable in size to other Activity Centres at Civic, Gungahlin, Belconnen, Woden and Tuggeranong
Revising relevant text to recognise a town centre at Molonglo.
