Amendment 92 to the National Capital Plan changed the land use policy of Block 1 Section 86 Acton from ‘Uncommitted Land’ to ‘Community Facility’. The amendment also introduced planning provisions for the site concerning permitted building heights and the extent of open space to be provided.

On 24 November 2019, the Assistant Minister for Regional Development and Territories approved National Capital Plan Amendment 92. The amendment took effect on 3 December 2019.
