Over an extended period, the National Capital Authority (NCA) has experienced challenges with management of the Hebe plantation in the central garden beds on Anzac Parade. To address this, the NCA has commenced a trial to identify alternative species able to withstand the challenging growing conditions.
The trial will be conducted over a 12 to 18 months period to ensure the plants experience a full cycle of seasons. The NCA will also be conducting tests on soil quality and reviewing the drainage and irrigation within the garden beds.

The selection process for the species was informed by advice from a qualified horticulturalist. These species have been selected for their potential suitability to environmental conditions along Anzac Parade, whilst still honouring the symbolic ties between Australia and New Zealand as guided by the Heritage Management Plan.
The NCA has, and will continue to, consult with the Australian War Memorial, the New Zealand High Commission, the Department of Veterans' Affairs and the Returned Services League of Australia about the trial.
The results of the trial will inform future engagement with the community and stakeholders about long-term plantings on ANZAC Parade.
The plantings of Australian Blue Gum and New Zealand Hebe species along ANZAC Parade provide a landscape setting that demonstrates the bond between Australia and New Zealand forged in war.
While Hebe is described as a plant that can grow in full sun, this has not been the experience along ANZAC Parade, where ground temperatures can reach 50 degrees Celsius.
The NCA has undertaken comprehensive works in 2009, 2011 and 2020 to test different species/cultivars of Hebe and improve the conditions of the planting areas. Despite endeavours by the NCA to maintain the quality of the Hebe plantation, including appointing a dedicated horticulturist, a sustainable long-lasting solution has not been achieved. and
The National Capital Authority recognises the importance of ANZAC Parade as one of Australia’s most significant commemorative avenues. The project will ensure the Parade continues to respect and commemorate the spirit of ANZAC.
