The National Capital Authority (NCA) has received a works approval application for a proposed Foreshore Rowing Arena at Black Mountain Peninsula, on the edge of Lake Burley Griffin between the Red Shed and the Black Mountain Rowing Club. The proposal has been developed to support the growing sport of foreshore rowing in Canberra and to provide a new recreational feature that can be used by the community year‑round, as well as during organised events such as the annual Golden Oar.
The proposal includes minor landscape‑based works to create a foreshore arena with an amphitheatre‑style arrangement of low retaining walls that frame a sandy beach area. These terraced walls provide informal seating for spectators and visitors while also retaining sand within the arena.
Some trees within the defined works footprint would be removed to accommodate the arena. Tree removal is supported by the ACT Government, with offset planting proposed elsewhere on the peninsula to maintain overall landscape and canopy values. The proposal does not include new buildings and is limited to a clearly defined area of the foreshore.
The plans and supporting documentation for the application can be viewed below.
The NCA welcomes feedback on this application by 5:00pm Tuesday 2 June 2026.
