Public consultation has now closed.
On 28 February 2018, the National Capital Authority (NCA) released National Capital Plan Draft Amendment 89 – Deakin/Forrest Residential Precinct (DA89) for public consultation. DA89 proposes to clarify the intended outcomes for the precinct. DA89 proposes that for all sites, other than sites fronting State Circle, a single dwelling only is permitted. Complementary provisions addressing landscape character and retention of existing trees are also proposed.
DA89 can be viewed here.
In 2016, the NCA embarked on a review of relevant provisions of the Plan to ascertain whether current planning and design controls are still adequate to guide the outcomes expected for the Deakin / Forrest residential precinct.
In April 2017, the NCA released an Issues Paper for public consultation. The Issues Paper explored a series of matters specific to the precinct, as well as considerations relevant to both the precinct and the city more broadly.
The NCA received 37 submissions in response to the issues paper. Community comment revealed concern that the Garden City characteristics of the precinct were being diminished by multiunit development with insufficient landscape.
The Consultation Report prepared in response to submissions on the Issues Paper is available below.
The Authority has considered the changing nature of the Precinct and feedback on the Issues Paper. The Authority is of the view that in order to uphold the national significance of the Precinct and the reasons for its inclusion within Designated Areas, development should be restricted to a single dwelling per block. This excludes blocks fronting State Circle, which the Authority recognises can appropriately accommodate multi-dwelling development given their context. Complementary provisions addressing landscape character and retention of existing trees are also required.
The Authority has directed the strategic planning team of the NCA to prepare a draft amendment to the Plan to clarify the Authority’s intent for the Precinct. The Authority believes the proposed policy will uphold the characteristics of the neighbourhood valued by a significant proportion of the community, and result in a nationally significant area of which Canberrans can be proud.
The NCA will hold an information session on 13 March 2018 between 5-6pm at the National Capital Authority, Treasury Building, King Edward Terrace, Parkes ACT 2601. Attendees should register their interest in attending this session by emailing draft.amendment@nca.gov.au or phoning 02 6271 2888.
The NCA welcomes submissions on Draft Amendment 89 until close of business on 15 May 2018.
